Opening a compliant business entity in any country is challenging—and some countries are much harder than others.
For U.S. companies specifically looking to expand their business to Europe, setting up a payroll only registration (sometimes known as a Non-Resident Employer or NRE payroll) may seem like a reasonable solution to get their business up and running. This option allows foreign employers with no entity in-country to make special “payroll-only” registrations with in-country tax and social security bodies so they can issue a local payroll.
